The pilot operation of the Digital Land Bank begins today

A new Government Gazette published today marks the relaunch of a system that had been dormant for years: the Transfer of Building Coefficient (TBC). Through Decision YPEN/GRGGSAP/28742/1901, the Ministry of Environment and Energy, in collaboration with the Ministry of Digital Governance, is launching the pilot operation of the Digital Land Bank. Essentially, this is the digital tool that will manage the titles of Laws 880/1979, 2300/1995, and 3044/2002.
The "Premiere" of the Digital Land Bank
The pilot operation begins on March 16, 2026 and will last up to 4 months. The goal is to activate Building Factor Transfer (BFT) titles that have remained inactive for decades, offering a way out for thousands of owners and protecting listed buildings and public spaces.
Who has access
Natural Persons: With TAXISnet codes and registration in the E.M.Ep.
Engineers (TEE): They take the central role in submitting the application.
Authorized employees: From the Ministry of Economic Development and the Technical Chamber.
The Process at a Glance
Submission: The engineer enters the platform and registers the property details (KAEK, Electronic Identity, Certificate of Completeness).
Co-Ownership Facility: The system allows the process to progress even if there are deceased co-owners (by registering their TIN).
Consent: The owners receive a notification via E.M.Ep. and approve the application with their codes.
Automatic Calculation: The value of the coefficient is automatically calculated based on zone price and commerciality.
Completion: A unique application number is issued that guarantees the priority of the title.
Digital Interoperability
To minimize bureaucracy, the platform "communicates" directly with:
AADE (identification of data).
Hellenic Cadastre (geospatial data).
GEMI (legal entities).
E.M.Ep. (communication with the citizen).
Important: The initiative is part of the broader urban reform program "Konstantinos Doxiadis", which aims to modernize spatial planning in 80% of the territory.
