What is the Digital Land Bank?

It is an online marketplace that allows for the transfer of building rights from properties that cannot fully utilize their building coefficient (supply properties) to properties that require additional building rights (receiving properties). The pilot program begins pursuant to the Joint Ministerial Decision (Government Gazette B 1451/March 13, 2026) and will last for 4 months.

How does the process work?
Digitization of Titles: Old and new Building Factor Transfer (BFT) titles are registered electronically via gov.gr with the assistance of engineers.
Buying and selling: * Sellers (e.g. owners of listed buildings) issue a digital title for the square meters they "lose" and offer it for sale.
Buyers (owners in Reception Zones) purchase the coefficient to legalize excesses or build additional.
Interoperability: The system is directly connected to AADE, Cadastre, GEMI and EMEP for automatic data cross-checking.
Who is affected?
Owners of Preservable Properties
They are compensated for the coefficient that they cannot utilize in their building.
"Large" Arbitrary (Cat. 5)
Properties with excesses of more than 40% can be permanently excluded from demolition by purchasing a coefficient.
Common Areas
Owners of land that has been committed for expropriation (e.g. squares) and are awaiting compensation.
Public Properties
Former military camps or unused public infrastructure.
Economic & Environmental Benefits
Restoration Funding: Owners of listed buildings receive 30% of the compensation immediately and 70% upon completion of the facade restoration work.
Green Fund: A 5% fee is charged on every transaction,5%which is directed exclusively toward environmental initiatives.
Transparency: Bureaucracy is eliminated, and transactions are based on objective values (zone prices).
Basic Requirements
The transfer of floor area ratio (especially for unauthorized structures) is permitted only provided that the property is located within the Floor Area Ratio (ZYS) and is not located in a forest, stream, or coastal zone.
